MINUTES OF MEETINGS HELD
MONDAY 16TH MAY 2011
AT ST. PETER’S CHURCH
Parish Council Meeting: 7.45pm
Annual General Meeting: 8.15pm

PRESENT
Councillors: Janet Flower(Chairperson); Tony Talby(Clerk); David Chapman; Doreen Holman
Also present: County Councillor Jon Herbert and District Councillor Laura Webster; two members of the public.

APOLOGIES FOR ABSENCE
Mr. Jim Palframan.

MINUTES
The minutes of the meeting of the 14th of March 2011 having been posted and circulated were taken as read and signed by the chairperson.

CO-OPTION OF COUNCILLORS
Jim Palframan (who wrote to the Chairperson asking to be co-opted as a Councillor because his electoral papers arrived late at South Norfolk Council) and Glynis Frost were proposed to be co-opted to serve on the Council by Janet Flower, seconded by Tony Talby and approved unanimously.

ELECTION OF CHAIRPERSON
Janet Flower was proposed by David Chapman and seconded by Tony Talby to continue to serve as Chair. All agreed.

ACCOUNTS
Discussion of Annual Accounts (to be presented in full at subsequent AGM). The Chairperson requested a full analysis of the “sundry expenditure” which this year amounted to £ 811.10, an increase on the previous year. A full discussion was postponed until the AGM immediately following this meeting.

AOB
From the floor the issue was raised of shot carrion being hung on trees along the bridleway from the railway bridge to the Swardeston road. To queries about the owner of the land County Councillor Herbert said he thinks he knows who owned the land but that since the gentleman has recently passed away this may not be the time to pursue it. Ownership will be inquired about.

ANNUAL GENERAL MEETING
CHAIRPERSON’S REPORT
Chairperson Janet Fowler welcomed the presence of County Councillor Jon Herbert and District Councillor Laura Webster at the meeting and gave a report on the year in the village (see file) including summaries of the village events and thanks to many people who helped during the year, as well as to retiring councillors.

PLANNING SUMMARY
Janet also presented the Planning Report 2010/2011 (see file). County Councillor Jon Herbert confirmed that there were no further developments concerning the planning applications for dwellings as mentioned in the summary but that this will continue to be monitored.

FINANCE REPORT
The accounts for the year 2010/2011 (see file) were presented in full by Clerk of the Council Tony Talby, reporting a balance of £3,611.18 in the current account and                     £ 11,094.73 on deposit. The Sundry Expenses were broken down as follows:

Refurbishment of benches, posts, church gate, waste bins and notice board     556.22

He also reported a suggestion from the auditor that he have a “sundry expenses” float and an amount of £ 150.00 was proposed by David Chapman, seconded by Janet Flower and so adopted. Councillor Talby also said he would be making cheques to pay the annual fee for the National Association of Councils, in the amount of £ 98.42, and the annual fee for the servicing of the dog bin, which is £ 132.36.The accounts were put up for adoption by David Chapman and seconded by Janet Flower and were duly passed.

REPORT ON COMMUNITY PROJECT
Councillor David Chapman presented his report for the year (see file) concerning the progress on the project for community facilities to be added to the church building. He prefaced this with an explanation of the previous situation for the benefit of the District Councillor and County Councillor, who then made several suggestions about applying for further funding which David will follow up on.

COUNTY COUNCILLOR’S REPORT
Jon Herbert gave a summary of on-going planning issues pertinent to our parish to the meeting, which he will supply in writing.

The meeting concluded with the next Parish Council meeting to take place as follows:

  1. Such meetings are very important in order to solve the most important issues that concern parishioners. Thank you for such a detailed report and for sharing your thoughts about the problems. It seems to me that the information is filed more than available.
